er now. After four years of below-normal rainfall (in some cases only 10 percent of the annual aver age), vast areas of France, Spain, Portugal, Belgium, Britain and Ireland are dry and barren. Water is so low in the canals of northern France that waterway traffic is forbidden except on weekends. Oyster(牡蛎) growers in Brittany report a 30 Percent drop in production because of the loss of fresh water in local rivers necessary for oyster breeding. In southeastern England, the rolling hills of Kent have turned so brown that officials have been weighing plans to pipe in water from Wales. In Portugal, farmers in the southern Alentejo region have held prayer meetings for rain--so far, in vain.

Governments in drought-plagued countries are taking drastic measures. Authorities in hard-hit areas of France have banned washing cars and watering lawns. In Britain, water will soon be metered, like gas and electricity. "The English have always taken water for granted," says Granham Warren, a spokesman of Britain' s National Rivers Authority, "now they' re putting a price on it." Even a sudden end to the drought would not end the misery in some areas. It will take several years of unusually heavy winter rain, the experts say, just to bring existing water reserves up to their normal levels.

The genetic maps also shed new light on the origins of populations that have long puzzled scientists. Example: the Khoisan people of southern Africa. Many scientists consider the Khoisan a distinct race of very ancient origin. The unique character of the clicking sounds in their language has persuaded some researchers that the Khoisan people are directly descended from the most primitive human ancestors~ But their genes beg to differ. They show that the Khoisan may be a very ancient mix of west Asians and black Africans. A genetic trail visible on the maps shows that the breeding ground for this mixed population probably lies in Ethiopia or the Middle East.

The most distinctive members of the European branch of the human tree are the Basques of France and Spain. They show unusual patterns for several genes, including the highest rate of a rare blood type. Their language is of unknown origin and cannot be placed within any standard classification. And the fact that they live in a region next to famous caves which contain vivid paintings from Europe's early humans, leads Cavalli-Sforza to the following conclusion: "The Basques are extremely likely to be the most direct relatives of the Cro-Magnon people, among the first modern humans in Europe." All Europeans are thought to be a mixed population, with 65% Asian and 35% African genes.

Here is a quick way to spoil a Brussels dinner party. Simply suggest that world governance
is slipping away from the G20, G7, G8 or other bodies in which Europeans may hog up to half the seats. Then propose, with gloomy relish, that the future belongs to the G2: newly fashionable jargon for a putative body formed by China and America.

The fear of irrelevance haunts Euro-types, for all their public boasting about Europe’s future might. The thought that the European Union might not greatly interest China is especially painful. After all, the 21st century was meant to be different. Indeed, to earlier leaders like France’s Jacques Chirac, a rising China was welcome as another challenge to American hegemony, ushering in a “multipolar world” in which the EU would play a big role. If that meant kow-towing to Chinese demands to shun Taiwan, snub the Dalai Lama or tone down criticism of human-rights abuses, so be it. Most EU countries focused on commercial diplomacy with China, to ensure that their leaders’ visits could end with flashing cameras and the signing of juicy contracts.

Meanwhile, Europe’s trade deficit with China hit nearly∈170 billion ($ 250 billion) last year. In five years, China wants 60% of car parts in new Chinese vehicles to be locally made. This is alarming news for Germany, the leading European exporter to China thanks to car parts, machine tools and other widgets.

As ever, Europeans disagree over how to respond. Some are willing to challenge China politically — for example, Germany, Britain, Sweden and the Netherlands. But they are mostly free traders. That makes them hostile when other countries call for protection against alleged Chinese cheating. In contrast, a block of mostly southern and central Europeans, dubbed “accommodating mercantilists” by the ECFR (The European Council on Foreign Relations), are quick to call for anti-dumping measures: But that makes them anxious to keep broader relations sweet by bowing to China on political issues.

The result is that European politicians often find themselves defending unconditional engagement with China. The usual claim is that this will slowly transform. the country into a freer, more responsible stakeholder in the world. The secret, it is murmured, is to let Europe weave China into an entangling web of agreements and sectoral dialogues. In 2007 no fewer than 450 European delegations visited China. Big countries like France and Britain add their own bilateral dialogues, not trusting the EU to protect their interests or do the job properly. There are now six parallel EU and national “dialogues” with China on climate change, for example.

This may be a surprising discovery to those who are over impressed by the speed with which turbojets can hop from New York to Paris. But to anyone who is aware of what America once meant to English libertarian poets and philosophers, to the young Ibsen bitterly excoriating (痛斥) European royalty for the murder of Lincoln, to Italian novelists and poets translating the nineteenth century American classics as a demonstration against Fascism, there is something particularly disquieting in the way that the European Left, historically " pro-American" because it identified America with expansive democracy, now punishes America with Europe's lack of hope in the future.

Although America has obviously not fulfilled the visionary hope entertained for it in the romantic heyday, Americans have, until recently, thought of themselves as an idea, a "proposition" (in Lincoln's word) set up for the enlightenment and the improvement of mankind. Officially, we live by our original principles; we insist on this boastfully and even inhumanly. And it is precisely this steadfastness to principle that irks(使苦恼,使厌烦) Europeans who under so many pressures have had to shift and to change, to compromise and to retreat.

Historically, the obstinacy of America's faith in "principles" has been staggering--the sacrament(神圣) of the Constitution, the legacy of the Founding Fathers, the moral rightness of all our policies, the invincibility of our faith in the equality and perfectibility of man. From the European point of view, there is something impossibly romantic, visionary, and finally outrageous about an attachment to political formulas that arose even before a European revolutionary democracy was born of the French Revolution, and that have survived all the socialist utopias and internationals. Americans honestly insist on the equality of men even when they deny this equality in practice; they hold fast to romantic doctrines of perfectibility even when such doctrines contradict their actual or their formal faith whether it be as scientists or as orthodox Christians.

It is a fact that while Americans as a people are notoriously empirical, pragmatic, and unintellectual, they live their lives against a background of unalterable national shibboleths (陈旧的语句). The same abundance of theory that allowed Walt Whitman to fill out his poetry with philosophical road signs of American optimism allows a president to make pious references to God. As an American tradition--references which, despite their somewhat mechanical quality, are not only sincere but which, to most Americans, express the reality of America.
