The school is a complex social structure, existing in its own right yet surrounded by other groups which to some extent control and influence it. Individuals in a school are subject to a variety of pressures both within the school and outside it. What are these influences, and where do they originate?

There are four major elements which produce and receive influences: the teacher, the child, the school itself and the outer community. These four elements will influence and be influenced by each other at many levels in a variety of ways. The teacher, for example, brings into the school all his own habits of mind, attitudes, beliefs, values, ways of doing things and seeing the world which he has inherited from the society in which he was brought up. These factors will influence the children, the school and the community outside. The child brings into the school everything which he has learned in his family -habits, attitudes, beliefs, etc. -and the teacher and the school will respond to these. The school itself is a social organization with special requirements of behaviour, influenced by the generally accepted values and traditions of education, built up over the years. Both the child and the teacher must adapt themselves to these. The school influences the wider community around it, both by producing the manpower with the skills needed by society, and by shaping the beliefs and attitudes of the young entering society. As for the community, it influences the actual organization of the school through such groups as governors, parent-teacher associations, administrators, etc., and in a less formal way, it is represented by those working in the school, the children, the teachers and servicing staff.

With all these factors in mind, it is obvious that schools may differ greatly according to the nature of the community which they serve. Every area has its own geographical, economic and historical character which may be reflected in the school. For example, a school serving a community which is dominated by one major industry may need to organize itself according to the expectations of job opportunities which will be available to the children as they leave to find work. A school in a remote rural area may be slanted in a different direction. Similarly, the presence in the neighbourhood of one particular social class, race or religion may be reflected in the school.

The intelligence test used most often today are based on the work of a Frenchman, Alfred B
i net. In 1905, Binet was asked by the French Ministry of Education to develop a way to identify those children in French schools who were too "mentally deficient (不足的)" to benefit from ordinary schooling and who needed special education. The tests had to distinguish those who were merely be hind in school from those who were actually mentally deficient.

The items that Binet and his colleague Theophile Simon included on the test were chosen on the basis of their ideas about intelligence. Binet and Simon believed intelligence includes such abilities as understanding the meaning of words; solving problems, and making commonsense judgements. Two other important assumptions also shaped Binet' s and Simon' s work. (1) that children with more intelligence will do better in school and (2) that older children have a greater ability than younger children.

White people tend to be nervous of raising the subject of race and education, but are ofte
n voluble on the issue if a black person brings it up. So when Trevor Phillips, chair man of Britain's Commission for Racial Equality, said that there was a particular problem with black boys' performance at school, and that it might be a good idea to educate them apart from other pupils, there was a torrent of comment. Some of it commended his proposal, and some criticized it, but none of it questioned its premise. Everybody accepts that black boys are a problem.

On the face of it, it looks as though Mr. Phillips is right. Only 27% of Afro-Caribbean boys get five A-C grades at GCSE, the exams taken by 16-year-olds, compared with 47% of boys as a Whole and 44% of Afro-Caribbean girls. Since, in some subjects, candidates who score less than 50% get Cs, those who don't reach this threshold have picked up pretty little at school.

Mr. Phillips's suggestion that black boys should be taught separately implies that ethnicity and gender explain their underachievement. Certainly, maleness seems to be a disadvantage at school. That's true for all ethnic groups: 57% of girls as a whole get five A-Cs, compared with 47% of boys. But it's not so clear that blackness is at the root of the problem.

Among children as a whole, Afro-Caribbeans do indeed perform. badly. But Afro Caribbeans tend to be poor. So to get a better idea of whether race, rather than poverty, is the problem, one must control for economic status. The only way to do that, given the limits of British educational statistics, is to separate out the exam results of children who get free school meals: only the poor get free grub.

Poor children's results tell a rather different story. Afro-Caribbeans still do remark ably badly, but whites are at the bottom of the pile. All ethnic minority groups do better than them. Even Bangladeshis, a pretty deprived lot, do twice as well as the natives in their exams; Indians do better still. And absolute numbers of underperforming whites dwarf those of underperforming Afro-Caribbeans: last year, 131,393 of white boys failed to hit the government's benchmark, compared with 3,151 Afro-Caribbean boys.

These figures suggest that, at school at least, black people's problem is not so much race as poverty. And they undermine the idea of teaching black boys separately, for if poor whites are doing worse than poor blacks, there's not much argument for singling out blacks for special measures: whites need help just as badly.

Education is compulsory in Britain, whether at school "or otherwise"; and "other wise" is
becoming more popular. In 1999, only 12,000 children were listed as being home-schooled. Now that figure is 20,000, according to Mike Fortune-Wood, an educational researcher. But he thinks that, as most home-taught children never go near a school and are therefore invisible to officialdom, the total is probably nearer 50,000.

As usual, Britain lies between Europe and America. In Germany, home teaching is illegal. In America, it's huge: over 1 million children are home-schooled, mainly by religious parents. There are a small minority among British home-educators, who consist mainly of two types: hippyish middle-class parents who dislike schools on principle, and those whose children are unhappy at school.

The growth is overwhelmingly in this second category, says Roland Meighan, a home-education expert and publisher. One reason is that technology has made home-education easier. The internet allows parents to know as much as teachers. It is also a way of organizing get-togethers, sharing tips and outwitting official hassles. That supplements e vents such as the annual home-education festival last week, where 1,600 parents and children enjoyed Egyptian dancing and labyrinth-building on a muddy hillside in Devon.

But a bigger reason for the growth is changing attitudes. Centralisation, government targets and a focus on exams have made state schools less customer friendly and more boring. Classes are still based strictly on age groups, which is hard for children who differ sharply from the average. Mr. Fortune-Wood notes that the National Health Service is now far more accommodating of patients' wishes about timing, venue and treatment. "It's happened in health. Why can't it happen in education?" he asks.

Perhaps because other businesses tend to make more effort to satisfy individual needs, parents are getting increasingly picky. In the past, if their child was bullied, not coping or bored, they tended to put up with it. Now they complain, and if that doesn't work they vote with their (children's) feet. Some educationalists worry that home-schooling may hurt children's psychological and educational development. Home educators cite statistics showing that it helps both educational attainment and the course of grown-up life.

Labour's latest big idea in education is "personalisation", which is intended to al low much more flexible timing and choice of subjects. In theory, that might stem the drift to home—schooling. Many home-educators would like to be able to use school facilities occasionally—in science lessons, say, or to sit exams. But for now, schools, and the officials who regulate them, like the near-monopoly created by the rule of "all or nothing".
