Decades before the American Revolution of 1776, Jesse Fish, a native New Yorker, retreated
to an island off St. Augustine, Florida, to escape unhappy family situation. In a time he became Florida's first orange baron and his oranges were in great demand in London throughout the 1770's. The English found them juicy and sweet and preferred them to other varieties, even though they had thin skins and were hard to peel.

Information technologists have dreamt for decades of making an electronic display that is
as good as paper: cheap enough to be pasted on to wails and billboards, clear enough to be read in broad daylight, and thin and flexible enough to be bound as hundreds of flippable leaves to make a book. Over the past few years they have got close. In particular, they have worked out how to produce the display itself, by sandwiching tiny spheres that change colour in response to an electric charge inside thin sheets of flexible, transparent plastic. What they have not yet found is a way to mass-produce flexible electronic circuitry with which to create that charge. But a paper just published in the Proceedings of the National Academy of Sciences suggests that this, too, may be done soon.

The process described by John Rogers and his colleagues from Bell Laboratories, an arm of Lucent Technologies, in New Jersey, and E Ink Corporation, in Cambridge, Massachusetts, starts with E Ink's established half-way house towards true electronic paper. This is based on spheres containing black, liquid dye and particles of white, solid pigment. The pigment particles are negatively charged, so they can be pushed and pulled around by electrodes located above and below the sheet.

The electrodes, in turn, are controlled by transistors under the sheet. Each transistor manipulates a single picture element (pixel), making it black or white. The pattern of pixels, in turn, makes up the picture or text on the page. The problem lies in making the transistors and connections. Established ways of doing this, such as photolithography, use silicon as the semiconductor in the transistors. That is all right for applications suck as pesters. It is too fragile and too expensive, though, for genuine electronic paper—which is why cheap and flexible electronic components are needed.

For flexibility, Dr. Rogers and his colleagues chose pentacene as their semiconductor, and gold as their wiring. Pentacene is a polymer whose semiconducting properties were discovered only recently. Gold is the most malleable metal known, and one of the best electrical conductors. Although it is pricey, so little is needed that the cost per article is tiny.

To make their electronic paper the researchers started with a thin sheet of Mylar, a tough plastic, that was coated with indium-tin oxide (ITO), a transparent electrical conductor. To carve this conductor into a suitable electric circuit, they used an innovation called microcontact printing lithography. This trick involves printing the pattern of the circuit on to the ITO using a rubber stamp. The "ink" in the process is a solvent-resistant chemical that protects this part of the ITO while allowing the rest to be dissolved.

Shortly after dawn on February 17th 2003, the world's most ambitious road pricing experime
nt will start in London. Though cordon toll schemes have been operating in Norway for years, and Singapore has an electronic system, no one has ever tried to charge motorists in a city of the size and complexity of London.

For decades, transport planners have been demanding that motorists should pay directly for the use of roads. According to the professionals, it is the only way of civilizing cities and restraining the growth of inter urban traffic. Politicians have mostly turned a deaf ear, fearing that charging for something what was previously free was a quick route to electoral suicide. But London's initiative suggests that the point where road pricing becomes generally accepted as the most efficient way to restrain traffic is much nearer than most drivers realize.

The mayor of London, Ken Livingstone, has pinned his political reputation on the scheme's success. If it works, cities around the world will rush to copy it. If it fails, he will be jeered from office when he seeks re-election in 2004. But how will success be judged? The mayor claims that congestion charging will produce £130m in net annual revenues, reduce traffic in central London by 15% and reduce traffic delays by about a quarter. Unfortunately these ambitious targets are unlikely to be met.

For a start, the low level at which the charge has been set owes more to politics than traffic planning. Its impact, modest in comparison with the already high £4 an hour on-street parking charges in the area, may be less than anticipated. But most transport experts are cautiously optimistic that it will help improve the capital's chaotic transport system. As for the mayor, his political prospects look good. Those who drive cars in the center of London during the day are a tiny fraction of the millions who walk or use public transport to get to work.

London's willingness to take the plunge has moved congestion charging from the realm of transport planners into mainstream politics. Yet the low-tech solution it has adopted has been overtaken by modern microwave radio systems allowing cars to communicate with roadside charging units. The next generation of technology will use global positioning satellites (GPS) to track the position of vehicles wherever they are, on a second-to- second basis.

The brave new world of paying as you go is not far away. For those who drive in rural areas, the cost will come down. But for motorists who spend most of their time in congested urban areas, travel is rightly going to become much more expensive.
