A very rapid increase in the number of ships sailing between American and European ports b
egan almost immediately after the end of the war of 1812 in order to meet the new need for the regular rapid transportation of mail, light cargo, and passengers. It was the increase in emigration to America that for the first time made the carrying of passengers across the Atlantic more profitable than the transportation of heavy cargo. A new type of sailing vessel, the packet, appeared to meet this new demand, and the extent of the demand very soon resulted in strong competition among several packet lines. The earliest to these was the Black Ball Line established in New York in 1816, only a year after the end of the war. The scheduled service of this famous line started with four of the new fast packets, each of 400 to 500 tons: the Pacific, the Amity, the James Cooper, and the William Thompson. During the first twenty years of service, the average time from New York to Liverpool was 23 days and the average trip back to New York took 40 days.By the middle of the century, packets had increased in size to between 900 and 1,000 tons, and their speed had increased. The Red Jacket once sailed from New York to Liverpool in 13 days, 11.5 hours. The Mary Whiteridge took 4.5 hours off this record on a run from Baltimore to Liverpool. Such speeds were far greater than the average of from 19 to 21 days to Liverpool and from 30 to 35 homeward to New York, but the packet had still set a new standard for transoceanic travel. Around him, White recognized state cops, special agents from the DEA, officers from the U.S. Marshal's office, FBI special agents, and other police detectives like himself. There were anti-drug case agents from the ATF, and intelligence officers from the police departments of nearby cities. White looked around. These were his people, his soldiers, the ones who would be by his side on the front lines. This was the New Haven Drug Gang Task Force, and Lieutenant Billy White was in charge of it.

It was 3 a.m., and most of the men had been up since the morning before. But none of them would sleep that night either. They had a big day ahead of them. Hours earlier, White had been in his office, preparing warrants. Meanwhile, the New Haven Airport had quietly filled with federal agents, flying in from New York and Washington, DC. They had then gathered at the western corner of the city. The team's field headquarters that night would be an empty building on the very edge of town. The 300-man team of federal agents, state police, and local police had gathered to discuss the next step in the war on drugs.

White listened as his friend Kevin Kline, an FBI special agent and one of the original members of the task force, was speaking to the law enforcement army. Kline laid out the battle plan for the morning's drug bust: the agents were to organize themselves into squads, forming arrest teams and back-up crews. The teams assigned to carry out raids received arrest packets containing the names, addresses, and photographs of each suspect, as well as search warrants issued by the federal court. At 5:3o a.m., the teams were to split up, each reporting to their designated sites to prepare for the final stage of the operation: making the arrests.

As he listened, White asked himself the same question that everyone else in the room must have been thinking. Could the team pull off a successful bust? Born and raised in New Haven, White still remembered a time when New Haven was considered a peaceful town. In 1960, only six murders, four rapes, and 16 robberies were reported. But soon, the drug gangs set up shop, and the turf wars began. With the gangs came gang violence: drive-by shootings, innocent victims killed, murders in broad daylight. In 199o, there were 31 murders, 168 rapes, and 1784 robberies. "Back then it was hell," White recalls. "I thought, 'What are we doing?'"

At exactly 6 a.m., the task force executed a coordinated sweep, arresting 29 out of the 32 people on the list. The arrests in the New Haven area all proceeded without incident. Afterwards, FBI special agent Robert Grispino was struck by the cops' intense emotion. "It was quite a sight," he told reporters. "With some of the New Haven cops, there were tears in their eyes." Billy White, of course, was among them. "We got some big fish, too, guys that handled multi, multi, multi kilos," says White. Of the 29 arrested, about 13 were Colombian citizens. The task force had successfully arrested many of the importers and distributors that had connections with source companies. "The core organization that they arrested here in New Haven had direct connections with Miami, San Juan, and Cali," says Grispino.

Meanwhile, the entire Cali cartel leadership has been arrested by a Colombian police squad. Eight of the top nine Cali drug lords have given themselves up to Colombian authorities or been killed in gunfights with police. Today, New Haven residents are once again venturing out into the streets. The neighborhoods feel safer. In fact, the task force's operations have proven to be so successful that they have attracted national attention. As for Billy White and his team, they continue to do what they have always done. "I think we can win the war on drugs," says White. "I'll probably be gone by then. But I think someday, we'll work our way out of a job, and there won't be any more gangs left in this city."

Just over a year ago, I foolishly locked up my bicycle outside my office, but forgot to re
move the pannier(挂篮). When I returned the pannier had been stolen. Inside it were about ten of the little red notebooks I take everywhere for jotting down ideas for articles, short stories, TV shows and the like.

When I lost my notebooks, I was devastated; all the ideas I'd had over the past two years were contained within their pages. Now all of these plans are lost to humanity.

I found my notebooks again. It turns out they weren't in the bike pannier at all, but in a carrier bag in my spare room, where I found six months after supposedly losing them. And when I flipped through their pages, ready to run to the patent office in the morning, I discovered they were completely full of rubbish.

Discovering the notebooks really shook me up. I had firmly come to believe they were brimming with brilliant, inventive stuff--and yet clearly they weren't. I had deluded myself.

After surveying my nonsense, I found that this halo effect always attaches itself to things that seem irretrievably lost. Don't we all have a sneaking feeling that the weather was sunnier, TV shows funnier and cake-shop buns bunnier in the not-very-distant past?

After Wall Street closed one recent Friday, a young man in jeans and a sports jacket strod
e into the showroom of the Classic Car Club of Manhattan, a few blocks north of Tribeca. He paced between an Aston Martin V8, a Rolls-Royce Corniche, two vintage Ferraris and a dozen others, eager to find something for a night out. Ten minutes later he zipped through the hangar doors in a 2005 Lotus Elise, a bright red, curvy little number. There was no bill to pay and no insurance form. to sign.

Luxury-car clubs are well established in Europe. Now they are catching on in the United States. The idea is that for an annual membership fee, plus (sometimes) a weekly charge, members can have their choice of smart cars. Ron Van Horssen, who recently opened a club near Phoenix, says the model is based on executive-jet sharing. Rich people, he thinks, are realising that "owning an asset is not necessarily the best way of getting the benefits of using it". A spin in a Van Horssen Ferrari Maranello costs $4,500 per week, plus the $7,000 annual fee. No one needs to worry about maintenance or inspections-and, as price tags on new Lamborghinis and Bentleys have climbed, the rich can even save a bit of money.

Only a handful of clubs exist now in America, and none has national scope. Club Sportiva, a pioneer when it opened three years ago, is in San Francisco and San Jose; Exotic Car Share is in Chicago and New York. The Classic Car Club, a British firm, opened its Manhattan branch last July. But most are looking to expand. Torbin Fuller of Club Sportiva predicts that: "We'll be national here in the next two to three years."

A variant on the formula is offered by exotic rental-car companies, which have no annual membership fee, and rent out cars for a day or a week. They are growing too. Dream Car Rentals, a Las Vegas firm with a fleet of 140, is opening a new branch at Fisherman's Wharf in San Francisco. Many of the company's Las Vegas customers are Europeans, and female clients come in only "once in a blue moon," says Gavin Mate, a manager.

The mainstream rental-car companies have also spotted the trend, and are determined not to be left behind. In 2001 Hertz launched its "Prestige Collection", with Jaguars and Lincoln Navigators and special services such as free pick-up. That business, claims Hertz, has been an "unmitigated success" and continues to expand. Enterprise, the largest rental company in North America, reports a nearly 45% jump in luxury-car rentals in the year to October 2005. And with Wall Street bonuses soaring, 2006 is looking pretty good as well.
