So much has been argued, rejoined and rehashed about the case of Michael Fay, an 18-year-old convicted of vandalism and sentenced to a caning in Singapore, that an otherwise sorry little episode has shaded into a certified International Incident, complete with intercessions by the U.S. head of state. An affair has outraged American libertarians even as it has animated a general debate about morality East and West and the proper functioning of U.S. law and order.

Which, to all appearances, is what Singapore wanted. The question of whether anyone should care about Michael Fay is idle. Though Singapore officials profess shock at the attention his case had drawn, they know Americans care deeply about the many sides of this issue. Does a teenager convicted of spraying cars with easily removable paint deserve half a dozen powerful strokes? At what point does swift, sure punishment become torture? By what moral authority can America, with its high rates of lawlessness and license, preach of a safe society about human rights?

The caning sentence has concentrated minds wondrously on an already lively domestic debate over what constitutes a due balance between individual and majority rights. Too bad Michael Fay has become a focus for this discussion. Not only does he seem destined to be pummeled and immobilized, but the use of Singapore as a standard for judging any other society, let alone the cacophonous U.S., is fairly worthless.

To begin with, Singapore is an offshore republic that tightly limits immigration. Imagine crime-ridden Los Angeles, to which Singapore is sometimes contrasted, with hardly any inflow of the hard-luck, often desperate fortune seekers who flock to big cities. Even without its government's disciplinary measures, Singapore more than plausibly would be much the same as it is now. An academic commonplace today is that the major factor determining social peace and prosperity is culture—a sense of common identity, tradition and values.

Unlike Singapore, though, the U.S. today is a nation in search of a common culture, trying to be a universal society that assimilates the traditions of people from all over the world. Efforts to safeguard minority as well as individual rights have produced a gridlock in the justice system. Its troubles stem more from the decay of family life than from any government failures. Few societies can afford to look on complacently. As travel eases and cultures intermix, the American experience is becoming the world's.

The circumstances of this affair—evidently no Singaporean has ever been punished under the Vandalism Act for defacing private property—suggest that Singapore has used Fay as an unwilling point man in a growing quarrel between East and West about human rights.

When Henry Ford started selling his Model T in 1908, he changed all that. Ford believed that a car should be low-cost transportation that everyone could afford. So he decided to make such a car. First, he wanted a dependable automobile that wouldn't break down easily. Then he wanted a simple engine that almost anyone could fix.

Ford wanted to sell the car at a low price, so he had to make it at a low cost. Thus he made only one model and designed one color--black.

In 1932, the Duesenberg brothers produced a car that many people think it was the most luxurious automobile ever made--the Duesenberg SJ. Every Duesenberg car was custom-made, so each one was different. But it usually weighed about 7,000 pounds and had a very wide wheelbase--150 inches. It also had a 400 horsepower engine that could drive the huge car from zero to 100 miles per hour in 17 seconds.

The inside was very luxurious, too. It had the best silk, leather, silver and wood. A Dusenberg car was definitely expensive but rich people often felt that they had to own one. Unfortunately, the car cost so much to produce that the company lost money. In 1937, after making only 500 of them, the Duesenbergs stopped producing this kind of cars forever.

It may turn out that the "digital divide"—one of the most fashionable political slogans of
recent years—is largely fiction. As you will recall, the argument went well beyond the unsurprising notion that the rich would own more computers than the poor. The disturbing part of the theory was that society was dividing itself into groups of technology "haves" and "have-nots" and that this segregation would, in turn, worsen already large economic inequalities. It is this argument that is either untrue or wildly exaggerated.

We should always have been suspicious. After all, computers have spread quickly because they have become cheaper to buy and easier to use. Falling prices and skill requirements suggest that the digital divide would spontaneously shrink—and so it has.

Now, a new study further discredits the digital divide. The study, by economist David Card of the University of California, Berkeley, challenges the notion that computers have significantly worsened wage inequality. The logic of how this supposedly happens is straightforward: computers raise the demand for high-skilled workers, increasing their wages. Meanwhile, computerization—by automating many routine tasks—reduces the demand for low-skilled workers and, thereby, their wages. The gap between the two widens.

Superficially, wage statistics support the theory. Consider the ratio between workers near the top of the wage distribution and those near the bottom. Computerization increased; so did the wage gap.

But wait, point out Card and DiNardo. The trouble with blaming computers is that the worsening of inequality occurred primarily in the early 1980s. With computer use growing, the wage gap should have continued to expand, if it was being driven by a shifting demand for skills. Indeed, Card and DiNardo find much detailed evidence that contradicts the theory. They conclude that computerization does not explain "the rise in U.S. wage inequality in the last quarter of the 20th century".

The popular perception of computers' impact on wages is hugely overblown. Lots of other influences count for as much, or more. The worsening of wage inequality in the early 1980s, for example, almost certainly reflected the deep 1981—1982 recession and the fall of inflation. Companies found it harder to raise prices. To survive, they concluded that they had to hold down the wages of their least skilled, least mobile and youngest workers.

The "digital divide" suggested a simple solution (computers) for a complex problem (poverty). With more computer access, the poor could escape their lot. But computers never were the source of anyone's poverty and, as for escaping, what people do for themselves matters more than what technology can do for them.

She made him famous with regular appearances on her show, and is co-producing the new “Dr.Phil” show that’s likely to be the hottest new daytime offering this fall. But we decided to put Dr. Phil on the cover not just because he’s a phenomenon. We think his success may reflect an interesting shift in the American spirit of time. Could it be that we’re finally getting tired of the culture of victimology?

This is a tricky subject, because there are very sad real victims among us. Men still abuse women in alarming numbers. Racism and discrimination persist in subtle and not-so-subtle forms. But these days, almost anyone can find a therapist or lawyer to assure them that their professional relationship or health problems aren’t their fault. As Marc Peyser tells us in his terrific profile of Dr. Phil, the TV suits were initially afraid audiences would be offended by his stern advice to “get real!” In fact, viewers thirsted for the tough talk. Privately, we all know we have to take responsibility for decisions we control. It may not be revolutionary advice (and may leave out important factors like unconscious impulses). But it’s still an important message with clear echoing as, a year later, we contemplate the personal lessons of September 11.

Back at the ranch (livestock farm)—the one in Crawford, Texas—President Bush continued to issue mixed signals on Iraq. He finally promised to consult allies and Congress before going to war, and signaled an attack isn’t coming right now (“I’m a patient man”). But so far there has been little consensus-building, even as the administration talks of “regime change” and positions troops in the gulf. Bush’s team also ridiculed the press for giving so much coverage to the Iraq issue. Defense Secretary Rumsfeld called it a “frenzy,” and Press Secretary Ari Fleischer dismissed it as “self-inflicted silliness.” But as Michael Hirsh notes in our lead story, much of the debate has been inside the Republican Party, where important voices of experience argue Bush needs to prepare domestic and world opinion and think through the global consequences before moving forward. There is an element of hypocrisy to much of the anti-cloning furor, or if not hypocrisy, superstition. The fact is we are already well down the path leading to genetic manipulation of the creepiest sort. Life-forms can be patented, which means they can be bought and sold and potentially traded on the commodities markets. Human embryos are life-forms, and there is nothing to stop anyone from marketing them now, on the same shelf with the Cabbage Patch dolls.

In fact, any culture that encourages in vitro fertilization has no right to complain about a market in embryos. The assumption behind the in vitro industry is that some people's genetic material is worth more than others' and deserves to be reproduced at any expense. Millions of low-income babies die every year from preventable ills like dysentery, while heroic efforts go into maintaining yuppie zygotes in test tubes at the unicellular stage. This is the dread "nightmare" of eugenics in familiar, marketplace form. which involves breeding the best-paid instead of the best. Cloning technology is an almost inevitable byproduct of in vitro fertilization. Once you decide to go to the trouble of in vitro, with its potentially hazardous megadoses of hormones for the female partner and various indignities for the male, you might as well make a few backup copies of any viable embryo that's produced. And once you've got the backup organ copies, why not keep a few in the freezer, in case Junior ever needs a new kidney or cornea?

The critics of cloning say we should know what we're getting into, with all its Orwellian implications. But if we decide to outlaw cloning, we should understand the implications of that. We would be saying in effect that we prefer to leave genetic destiny to the crap shooting of nature, despite sickle-cell anemia and Tay-Sachs and all the rest, because ultimately we don't trust the market to regulate life itself. And this may be the hardest thing of all to acknowledge: that it isn't so much 21st century technology we fear, as what will happen to that technology in the hands of old-fashioned 20th century capitalism.
