We have known for a long time that the organization of any particular society is influenced by the definition of the sexes and the distinction drawn between them. But we have realized only recently that the identity of each sex is not so easy to pin down, arid that definitions evolve in accordance with different types of culture known to us, that is, scientific discoveries and ideological revolutions. Our nature is not considered as immutable, either socially or biologically. As we approach the beginning of the 21st century, the substantial progress made in biology and genetics is radically challenging the roles, responsibilities and specific characteristics attributed to each sex, and yet, scarcely twenty years ago, these were thought to be "beyond dispute".

We can safely say, with a few minor exceptions, that the definition of the sexes and their respective functions remained unchanged in the West from the beginning of the 19th century to the 1960s. The role distinction, raised in some cases to the status of uncompromising dualism on a strongly hierarchical model, lasted throughout this period, appealing for its justification to nature, religion and customs alleged to have existed since the dawn of time. The woman bore children and took care of the home. The man set out to conquer the world and was responsible for the survival of his family, by satisfying their needs in peacetime and going to war when necessary.

The entire world order rested on the divergence of the sexes. Any overlapping or confusion between the roles was seen as a threat to the time-honored order of things. It was felt to be against nature, a deviation from the norm.

Sex roles were determined according to the "place" appropriate to each. Women's place was, first and foremost, in the home. The outside world, i.e. workshops, factories and business firms, belonged to men. This sex-based division of the world (private and public) gave rise to a strict dichotomy between the attitudes, which conferred on each its special identity. The woman, sequestered at home, "cared, nurtured and conserved". To do this, she had no need to be daring, ambitious, tough or competitive. The man, on the other hand, competing with his fellow men, was caught up every day in the struggle for survival, and hence developed those characteristics which were thought natural in a man.

Today, many women go out to work, and their reasons for doing so have changed considerably. Besides the traditional financial incentives, we find ambition and personal fulfillment motivating those in the most favorable circumstances, and the wish to have a social life and to get out of their domestic isolation influencing others. Above all, for all women, work is invariably connected with the desire for independence.

By the 1980s, according to international but admittedly inconsistent definitions of litera
cy, about seven out of ten adults in the world were considered literate. The increase in literacy from ancient times to the present has not been a story of unbroken progress. The ability of people within a given society to read and write has been influenced by a number of factors, including economic well-being, the availability of material to read, the amount of education available, and the basic matter of the usefulness of reading.

Of these factors, usefulness has probably been the most decisive. In ancient societies, as people settled into stable patterns of agriculture and trade, it became useful for some of them to read and write in order to keep records, to transact business, and to measure amounts of land, animals, goods, materials, and produce. Since all economic aspects of a society were closely tied to the operations of government, literary became useful and even necessary for the keeping of records by officials. The responsibilities of citizenship led to a fairly high level of literacy in ancient Greece and Rome, but in addition to that, there also grew an appreciation of good literature, poetry, drama, history, and philosophy.

During the early Middle Ages, with the general breakdown of society in Europe and the decrease of commerce, literary became largely confined to the church. But in the late Middle Ages, in the period of the Renaissance, the great expansion of commerce and banking led to a revival in literacy for the same reason that had caused it to increase in the ancient world usefulness.

With the invention of the printing press and inexpensive paper late in the 15th century there was for the first time a great availability of reading material for a much greater number of people. Religious reformers were among the first to utilize the situation, quickly getting translations of the Bible and educational tracts and booklets into the hands of many people.

The broadened religious enlightenment that resulted was followed in later centuries by a political one. Political theorists who favored doctrines promoting the natural rights of man called for an attack upon illiteracy. Political revolutions, particularly in the United States and France, helped inaugurate an era in which all classes were called upon to become informed on public policy for their own welfare. Against this political background there emerged the movement for universal popular education. Literacy came to be understood as a means whereby the individual could benefit and advance, and gradually whole societies began to acknowledge that universal literacy among their citizens was an avenue to greater economic well-being.

It is during the nine years from the twelfth birthday to the twenty-first that the protective and restrictive aspects of childhood and minor status are removed and adult privileges and responsibilities axe granted. The twelve-year-old is no longer considered a child and has to pay full fare for train, airplane, theater and movie tickets. Basically, the individual at this age loses childhood privileges without gaining significant adult rights. At the age of sixteen the adolescent is granted certain adult rights which increases his social status by providing him with more freedom and choices. He now can obtain a driver's license: he can leave public schools; and he can work without the restrictions of child labor laws. At the age of eighteen the law provides adult responsibilities as well as rights: the young man can now be a soldier, but he also can marry without parental permission. Science is an enterprise concerned with gaining information about causality, or the relati
onship between cause and effect. A simple example of a cause is the movement of a paddle as it strikes a ping-pong ball; the effect is the movement of the ball through the air. In psychology and other sciences, the word "cause" is often replaced by the term "independent variable". This term implies that the experimenter is often "free" to vary the independent variable as he or she desires (for example, the experimenter can control the speed of the paddle as it strikes the ball). The term "dependent variable" replaces the word "effect", and this term is used because the effect depends on some characteristic of the independent variable (the flight of the ball depends on the speed of the paddle). The conventions of science demand that both the independent and dependent variables be observable events, as is the case in the ping-pong example. In the case of biorhythm theory, the independent variable is the number of days that have elapsed between a person's date of birth and some test day. The dependent variable is the person's level of performance on some specified task on the test day. Notice that although the experimenter is not free to choose a birthday for a given individual, persons with different dates of birth can be tested on the same day, or a single subject can be tested on several different days.

In order to predict the relationship between independent and dependent variables, many scientific theories make use of what are called intervening variables. Intervening variables are purely theoretical concepts that cannot be observed directly. To predict the flight of a ping-pong ball, Newtonian physics relies on a number of intervening variables, including force, mass, air resistance, and gravity. You can probably anticipate that the intervening variables of biorhythm theory are the three bodily cycles with their specified time periods. It should be emphasized that not all psychological theories include intervening variables, and some psychologists object to their use precisely because they are not directly observable.

The final major component of a scientific theory is its syntax, or the rules and definitions that state how the independent and dependent variables are to be measured, and that specify the relationships among independent variables, intervening variables, and dependent variables. It is the syntax of biorhythm theory that describes how to use a person's birthday to calculate the current status of the three cycles. The syntax also relates the cycles to the dependent variable, performance, by stating that positive cycles should cause high levels of performance whereas low or critical cycles should cause low performance levels. With 22 years on the job, Jackie Bracey could be considered a career employee of the Inter
nal Revenue Service. But she defies any stereotype of an over-eager agent running down a reluctant taxpayer. Instead, she spends her time defending people who owe the government money. Ms. Bracey, based in Greensboro N. C., is a taxpayer advocate, a created by Congress in 1998 as part of the kinder, gentler theme adopted by the tax collection agency. Bracey and advocates at 73 Other offices nationwide, backed by 2,100 field workers and staff, go to bat for taxpayers who are in financial straits because of something the agency has done or is about to do.

Though it may seem contrary to the IRS, the advocate service not only helps taxpayers, but identifies procedural problems. The main goal, though, is for the ombudsman to step into a dispute a taxpayer is having with the IRS when it appears that something the IRS is doing, or planning, would create an undue hardship on the taxpayer. This can range from speeding up resolution of a dispute that has dragged on too long, to demanding that the IRS halt a collection action that the taxpayer can show he or she “is suffering or is about to suffer a significant hardship.”

Taxpayer ombudsmen have been around in one form. or another since 1979, says Nina Olson, the national taxpayer advocate. But they were given much more power in 1998 when Congress decided that the workers would no longer report to regional directors but to her office. While this gave them a great deal more authority, outside watchdogs say more can be done. “There is a long way to go to get an agency that feels independent and emboldened to work for taxpayers”, says Joe Seep, a vice president of the Washington-based tax-advocacy group.

The taxpayers union also has complained that Congress and the Bush administration don’t seem to be taking the advocates seriously enough. Each year, the IRS group reports to Congress on the top problems that advocates see. Many of these are systemic problems that can gum up the works for both taxpayer and collector, such as a December notice from Ms. Olson that the IRS should have just one definition of a dependent child, rather than the three definitions currently used. While taxpayer advocates can help smooth things out in many cases, they cannot ignore laws.

If taxpayers haven’t made legitimate claims for credits, there’s nothing the advocate can do to reverse that course. And Olson says that while taxpayers are free to use her service, they should keep in mind that it does not replace the normal appeals process and should be the last place a citizen calls upon for help, not the first. “We’re really there for .when the processes fall down,” she says. Every state has at least one taxpayer-advocate service office.

Text 4 Humor, which ought to give rise to only the most light-hearted and ** feelings, can
often stir up vehemence and animosity. Evidently it is dearer to us than we realize. Men will take almost any kind of criticism except the observation that they have no sense of humour. A man will admit to being a coward or a liar or a thief or a poor mechanic or a bad swimmer, but tell him he as a dreadful sense of humour and you might as well have slandered his mother. Even if he is civilized enough to pretend to make light of your statement, he will still secretly believe that he has not only a good sense of humour but are superior to most. He has, in other words, a completely blind spot on the subject. This is all the more surprising when you consider that not one man in ten million can give you any kind of intelligent answer as to what humour is or why he laughs.

One day when I was about twelve years old, it occurred to me to wonder about the phenomenon of laughter. At first I thought it is easy enough to see what I laugh at and why I am amused, but why at such times do I open my mouth and exhale in jerking gasps and wrinkle up my eyes and throw back my head and halloo like an animal? Why do I not instead rap four times on the top of my head or whistle or whirl about?

That was over twenty years ago and I am still wondering, except that I now no longer even take my first assumption for granted, I no longer clearly understand why I laugh at what amuses me nor why things are amusing. I have illustrious company in my confusion, of course, Many of the great minds of history have brought their power of concentration to bear on the mystery of humour, and, to date, their conclusions are so contradictory and ephemeral that they cannot possibly be classified as scientific.

Many definitions of the comic are incomplete and many are simply rewording of things we already know. Aristotle, for example, defined the ridiculous as that which is incongruous but represents neither **er nor pain. But that seems to me to be a most inadequate sort of observation, for of at this minute I insert here the word rutabagas, I have introduced something in congruous, something not funny. Of course, it must be admitted that Aristotle did not claim that every painless in congruity is ridiculous but as soon as we have gone as far as this admission, we begin to see that we have come to grips with a ghost when we think have it pinned, it suddenly appears behind us, mocking us.

An all-embracing definition of humour has been attempted by many philosophers, but no definition, no formula had ever been devised that is entirely satisfactory. Aristotle's definition has come to be known loosely as the "disappointment" theory, or the "frustrated expectation", but he also, discussed another theory borrowed in part from Plato which states that the pleasure we derive in laughing is an enjoyment of the misfortune of others, due to a momentary feeling of superiority or gratified vanity in appreciation of the fact that we ourselves are not in the observed predicament.
