In 2000, with little but a bar and a church left to make it a destination, tiny St. James, Nebraska, was taken off state highway maps. Then the church closed, and the small farm village in the state’s northeast corner looked set to just disappear. Thanks to five devoted women, it didn’t.
In May 2001, after meeting with staff from the Center for Rural Affairs, the friends—Louis Guy, Vicky Koch, Jeanette Pinkelman, Mary Rose Pinkelman and Violet Pinkelman—opened a weekend market for vendors(小商贩) to sell handcrafts and local food.
“We felt like, what can we do to bring the community together？” says Mary Rose Pinkelman, “We decided to make a place to sell local goods.” They set up shop in the church school, which, though closed for nearly 40 years, had been well maintained. The first weekend, 16 vendors look over an old classroom. The result was an instant hit. Today, the market draws up to 70 vendors----who sell such items as homemade jellies, baked goods, hand-woven rugs, and farm-grown produce----and what Pinkelman calls an unexpected number of visitors. In the process, the market has made St. James a destination again, putting it back on the state road map.

More and more people are starting to work from home, re-assessing their "work-life balance" and capitalizing on what industry calls "remote working". A recent survey of British companies showed that eight out of ten businesses have now agreed new working arrangements for their personnel. The object of the exercise was to improve the work-life Balance of employees and encourage greater levels of efficiency. During 2003/2004, some 900,000 requests to work flexibly were made under a new Government scheme and 800,000 of the applications were granted. Furthermore, seven out of ten businesses said that they also would be prepared to consider flexible working requests from other staff who did not qualify under the Government scheme.
One of the new technological developments that makes remote working possible is the Asymmetrical Digital Subscriber Line (ADSL), broadband that can carry both voice and data at high-speed. Remote workers can connect to their company's Virtual Private Network either through Digital Subscriber Line (DSL) internet, which is permanently connected, or through a Remote Access Service (RAS), which involves having to dial in each time. "People started thinking about remote working back in the Eighties but the technology was not available to consider it a possibility", says Meyrick Vevers, Commercial Director of Telewest Broadband, one of UK's communication and media groups. "However, now with the increased availability and use of DSL to home users, remote working is definitely on the increase". Of course, security is very important and IT directors are understandably cautious. But they are now beginning to feel more comfortable about allowing their staff a higher level of access from home.
Telewest Business's experience in putting together product solutions is based on the company's focus on understanding their customers' needs. Because customers' needs are diverse and Telewest Business's possible solutions are wide-ranging, the company invites businesses seeking further information to visit their web site or call direct. Like most wars,a trade war may bring about desired economic or political changes, but in the long run almost everyone suffers ,including those whom the trade war was meant to help.
An efficient carmaker, for example, may ask for limits of foreign imports, hoping to keep its price high without improving the quality of its products. In the end , however , other countries may retaliate with trade restrictions of their own. Consumers and businesses in both countries are then forced to buy poorly made and expensive domestic products. Trade restrictions might protect a few jobs in inefficient industries,but the whole economy often suffers by becoming less competitive in the international markets.
The most common tools for limiting imports of foreign goods and services are quotas, tariffs,and subsidies. When a country imposes a quota, it limits the quantity of certain foreign products that can be imported. A tariff is a tax placed on goods entering a country , raising the price of imported goods. A government can also use the taxpayers' money to provide a subsidy to local producers , making the price of local goods artificially lower than imported goods.
Trade barriers, like walls between feuding neighbors, are usually imposed unilaterally by one country acting on its own to limit the amount of foreign products available to local producer from foreign competition and allow them time to improve their products or lower their prices as long as they are protected from foreign competition by trade barriers.
Although trade restrictions are of dubious economic value, they have been shown to be effective in bringing about political or social change. The refusal of countries to trade and do business with South Africa, for example, was widely seen to be responsible for the decision to dismantle the system of apartheid. Trade blockades can be useful in forcing countries to change policies that violate human rights or international treaties, but as long as a sufficient number of countries join in the blockade to make it effective.
